What is Growth Management

Growth Management Department Mission Statement


The mission of the Growth Management Department is to preserve the character of the seven villages and improve the quality of life for Town residents by developing and implementing land use, traffic management, and property management strategies while promoting consistent sustainable economic development.  The interdisciplinary coordination of municipal departments is encouraged.  The Department is comprised of six functions: Regulatory Review, Comprehensive Planning, Community Development, Economic Development, Property Management, and Traffic and Parking Management.

Organization of the Department is envisioned as a team effort where responsibilities and duties are shared between staff, assuring issues are addressed from a multi-disciplinary perspective.

The Growth Management Department supports six programs:

Comprehensive Planning identifies and analyzes long-term planning needs and recommends strategies and legislation to promote sustainable development. The update and implementation of Barnstable’s Comprehensive Plan is the primary focus for these activities.  Comprehensive Planning provides planning services for wastewater facilities planning, transportation planning, capital improvements, environmental issues and downtown revitalization. Comprehensive Planning offers professional planning services to Town residents, businesses, the Town Manager and Town departments and boards including the Land Acquisition and Preservation Committee.

Regulatory Review provides staff support, technical assistance and clerical services to Planning Board, Zoning Board of Appeals, Old King's Highway Historic District Committee, Barnstable Historical Commission, Hyannis Main Street Waterfront Historic District Commission and its Appeals Committee and Site Plan Review.

Economic Development strives to encourage sound growth, investment and redevelopment of the business and industrial base of the Town with the emphasis on creating stable long-term job opportunities for residents, especially those jobs with secure benefits and growth potential. Economic Development is committed to the ongoing revitalization efforts for downtown Hyannis. The Director of Growth Management provides staff support for this program and the Barnstable Economic Development Commission. In addition, Economic Development aims to enhance and enrich the quality of life for the Town’s residents through the coordination and augmentation of activities promoting arts and culture.

Community Development endeavors to renew and strengthen neighborhoods Town-wide by encouraging livability and diversity and by providing affordable and work force housing opportunities throughout the Town.  This program administers the Community Development Block Grant Program, the Accessory Affordable Apartment Program and provides staff support to the Housing Committee.

Property Management provides management oversight of Town-owned property not specifically under the purview of another Town agency.  Management of new and ongoing projects on these properties is a major component of Property Management. Staff helps support the Community Preservation Committee.

Traffic and Parking Management provides review and analysis of plans for roadway improvements to ensure proper traffic flow, offers ongoing analysis of parking needs for public and private sector projects, provides technical support to the Planning Board and serves as liaison for regional transportation projects and planning .
